OSHA interpretation letter responding to a request to clarify the Fixed Ladders standard, 29 CFR 1910.27(c)(7) Hatch Covers, for the Bilco Type "S" Roof Scuttle. It states that a 29 inch clearance from the centerline of rungs to the hatch opening edge is acceptable for a straight well if a deflector plate is fitted.
