OSHA interpretation letter responding to Biro Manufacturing's proposed change of the blade guard on the Biro All Purpose Cutter, Models 100 and 200, replacing the rubber bumper with a nylon one and lowering the guard to within 1/2 inch of the guide bar. OSHA states the guard must come down to the guide bar as shown in the Biro brochure and function properly for maximum operator protection.
